James Evans says he has been waiting for more than three months for news from the Welsh Government on the Gilestone Farm lease negotiations.
The Brecon and Radnorshire MS said at the Senedd that, as part of ongoing negotiations, Economy Minister Vaughan Gething had said on a number of occasions that he would be consulting with the community.
He said he held a public meeting on June 8 which Mr Gething and his officials declined to attend.
Mr Evans said: “I subsequently wrote to you on June 13 with a list of questions from members of my community with genuine concerns about the proposals.
“I chased up for a reply to that letter on July 12, and I'm yet to receive a reply.
“It’s not good enough waiting three months and now a week to get a reply from your department on a matter on which you have promised proactive engagement.
“Can you please tell me when am I going to receive a reply to that letter?
“Or shall I tell my constituents this is yet again another broken promise by the Economy Minister on his offer of proactive engagement with my communities?”
Mr Gething said lease negotiations on the future of Gilestone Farm are ongoing.
He told Mr Evans: “Welsh Government does not disclose the details of confidential, commercial discussions whilst they are ongoing.
“My officials have continued to engage with both the community council and the local community.
“It's simply not true to claim that there has been no engagement with the local community.”
