Education secretary Kirsty Williams has hinted that a new law designed to support rural schools could be brought in by the Welsh Government.
Ms Williams, the AM for Brecon and Radnorshire, told the BBC it was an "opportunity to look at the policy of reducing surplus places and what that means on the ground in rural areas about the future of education provision".
Falling pupil numbers - and the increased number of surplus places - has put the future of some rural schools in doubt.
Ms Williams took up her cabinet post after reaching an agreement with First Minister Carwyn Jones to include a study into the impact of Welsh Government policy on rural schools.
She said this policy can lead to short-sighted decisions, and that the push to reduce surplus places had "forced councils down one particular route".
