POWYS County Council has applied for planning permission to build affordable homes near Clyro.

The application is being made by the Housing Service on land off Kilvert View in the village and will be discussed by councillors at their planning meeting on Thursday, February 6.

The application is for a mixed development of 13 homes which are:

Four, one bedroom flats

Four two bedroomed houses

Three bungalows

Two, four bedroomed houses

While the scheme is supposed to be for 100 per cent affordable homes the report suggests that this should not be a condition for permission.

The report by principal planning officer Holly Wilkinson says: “Should members be minded to approve the development, its is recommended that the per centage of affordable housing is conditioned to reflect the relevant sub-market area, which in this instance is South Powys, 30 per cent contribution applicable.

“That said, as the scheme is to be delivered and operated by PCC, local housing authority officers are confident that the scheme will provide 100 per cent affordable units.”

Ms Wilkinson adds: “Having carefully considered the scheme, officers are satisfied that the proposed residential development is in accordance with the listed planning policies, while also contributing to the supply of affordable housing to meet the varied housing needs within the county.

“As such, the recommendation is one of approval subject to conditions.”

Permission would be given with 29 conditions attached to it.

One of these is that investigation and assessment of a former landfill site, which is 250 metres away, should be carried out.

If contamination is found there a plan for how to deal with it would need to be approved.

When the report was written eight letter of objection had been received and were for:

Inadequate access

Inadequate parking provision

Unacceptable increase in traffic

Loss of parking

Noise nuisance

Development not in keeping with the site’s surroundings

In September 2019, a planning committee approved an application to change the use of agricultural land near Clyro Castle into a public open space and playground.

It was seen as providing a new play area in the village as the current playground could be subject to an application by PCC to build homes.
