A major review of how Powys County Council handled its shake-up of home care services has found it was badly managed.
The Care and Social Services Inspectorate Wales (CSSiW) last week published its evaluation reports on the performance of social services for each local authority in Wales.
Its report branded Powys council’s approach to commissioning private companies to provide domiciliary care services as "flawed in concept, design and delivery".
William Powell, the county councillor for Talgarth and Welsh Assembly Member for Mid and West Wales, said the he was staggered at the council’s position compared to other local authorities in Wales.
"This report was shocking when it was published in isolation - and gave rise to a very sombre and far reaching debate recently at County Hall. "Now, viewed against CSSiW reports elsewhere in Wales, its findings are even more stark," said Cllr Powell of the report that was first released in September.
