Powys County Council says it aims to launch pilot projects in four towns where new providers could fund and run some of its services.
The council must save £70 million in just over five years due to budget cuts and are hoping that town and community councils as well as community groups will take over some services which it intends axing.
The aim is to launch four pilot initiatives in Hay-on-Wye, Welshpool, Ystradgynlais and Newtown.
A spokesperson for campaign group, Powys Uncut has said they are disappointed that the council believe they have done a good job getting the public on board and intend to lobby the council over its upcoming budget.
