Prime Minister Sir Keir Starmer is thought to announce plans for a mandatory UK-wide digital ID scheme, in a speech expected on Friday.
The announcement is in a bid to crack down on illegal working, and modernise the state, according to senior government figures.
But the scheme is subject to consultation on how to make it work for those who don’t have a passport or smartphone.
