POWYS county council's new rubbish bin collection and recycling scheme has provoked a stream of complaints in its first two weeks from befuddled Brecon residents.

On Monday, October 3 the council introduced a new system of waste disposal to all households in Brecon after the scheme was first piloted in Ystradgynlais last autumn and which is due to be rolled out in Talgarth, Hay-on-Wye, Crickhowell and surrounding areas later this autumn.
