COUNCILLORS have refused to allow a massive housing development on the outskirts of one Powys' biggest town. Powys County Council planning officers had recommended the application for up to 155 homes at Brnygroes Farm between Ystradgynlais and the village of Cwmgiedd be given permission. But councillors refused to support the recommendation. Councillors were told applicant CME Developments had been allowed to reduce the percentage of homes that would be classed as affordable to just seven per cent as it was willing to meet a council demand that it make a contribution of between £500,000-£600,000 towards education provision in the area.
