OPPOSITION councillors have accused Powys' independent cabinet of poor financial control and claim council tax could have to rise by 10 per cent.

John Morris, the leader of the Liberal Democrat group on Powys County Council, claimed the authority could be headed for a £5 million overspend in this financial year.
