Powys County Council is planning to build a new modular housing scheme at County Hall in Llandrindod Wells to provide temporary accommodation for people facing a housing crisis.

The proposed development would create a number of self-contained homes, giving households a safe and stable place to live while they are supported to find permanent accommodation.

The council said the scheme would help reduce its reliance on emergency housing placements, which can be costly, while providing residents with greater privacy, independence and stability.

At present, the authority is supporting 31 households in emergency accommodation under its homelessness duties.

The new homes would also help younger people who may be “sofa surfing” or living in insecure housing by providing a pathway towards more settled accommodation.

Cllr Matthew Dorrance, deputy leader of Powys County Council, said: “Everyone deserves a safe and secure place to call home.

“This proposed development will help tackle homelessness and poverty in Powys, supporting our ambition to build a stronger, fairer, greener county.

“By providing modern, self-contained homes, we can offer people stability, dignity and support at a difficult time, while reducing reliance on expensive emergency accommodation.”

He said the project was the kind of “practical, preventative action” the council’s Tackling Poverty transformation programme is focused on, which aims to provide earlier support and help people move towards long-term housing.

The council said all placements into emergency and temporary accommodation were subject to robust assessment, safeguarding and risk management processes, with each household's circumstances carefully considered. 

Residents receive regular contact and ongoing support from housing officers and partner support providers, helping accommodation to be well managed, supporting move-on into permanent housing and minimising disruption to neighbouring residents. 

The proposed development forms part of the council's wider commitment to preventing homelessness, supporting vulnerable residents and creating sustainable housing solutions for communities across Powys.
